Progress & Transformation

The story of Bihar's underdevelopment has been told many times. We are interested in a more complex and more honest account: the systematic transformation of a historically significant state now among India's fastest-growing economies.

4.1 · The Economic Picture

Measurable structural change

Bihar's economy has undergone measurable structural change over the past decade. The state's GSDP stands at approximately ₹8 lakh crore as of 2024, growing at around 10% annually — consistently outpacing the national average. Per capita electricity consumption has nearly tripled since 2011. Distribution losses in the power sector have been cut to 15.5%.

4.2 · Infrastructure Revolution

Roads & Connectivity

Over ₹70,560 crore has been invested in Bihar's road network over the past fifteen years — a structural shift in physical connectivity. Nearly 90% of National Highways in Bihar are now double-lane or wider. Over 850 km of four-lane National Highways have been built in the last five years. Projects worth ₹4 lakh crore have been committed for roads and bridges — transforming the geography of economic activity in the state.

Railways

Bihar is implementing 57 railway projects worth ₹86,458 crore covering 5,346 km of new lines, track doubling, and gauge conversion. The state has achieved 100% rail electrification — 3,020 km of electrified track. Twelve Vande Bharat trains operate across Bihar. Ninety-eight stations are being redeveloped under the Amrit Bharat scheme.

Aviation

Bihar has four operational airports and 13 more under development. The ₹912 crore civil enclave at Darbhanga Airport — foundation stone laid in October 2024 — significantly enhances air connectivity for the Mithila region, linking one of India's most culturally rich areas to national and international networks.

4.3 · The New Age Economy

From infrastructure to human capital

In November 2025, the Bihar government announced the 'New Age Economy' initiative: an ambitious five-year programme centred on employment generation and economic diversification. It reflects a recognition that infrastructure investment, while necessary, is insufficient without accompanying development of human capital, private enterprise, and industrial capacity. The framework targets sustainable livelihoods across agriculture, manufacturing, services, and the emerging digital economy.

4.4 · Digital Bihar

Bihar's digital transformation has advanced rapidly. With 94.65 million wireless subscribers (TRAI, September 2024), near-universal digital access at the panchayat level, and the launch of the Bihar AI Mission, the state is building a genuine digital governance layer. The Bihar AI Mission represents the most forward-looking dimension of this transformation — a recognition that the next phase of development requires not just physical infrastructure, but intelligent, data-driven governance at scale.

4.5 · Heritage as Economic Asset

Development and heritage, together

Bihar's ancient sacred sites are being developed as economic and cultural assets without compromising their integrity. The Vishnupad–Mahabodhi corridor projects, the Ramayana Circuit, Buddha Circuit, and Sufi Circuit create coherent heritage tourism routes while generating economic activity for local communities. An industrial node at Gaya — part of the Amritsar–Kolkata Industrial Corridor — embodies the state's guiding development philosophy.
